The BIS EmployeeNet is truly designed to meet the needs of BIS
Employees and Contractors. The whole purpose of having it is to serve you
and to provide the information you need to do your job. The operating units
are encouraged to participate in the creation of the content for this site.
Rules of Governance
Content Management:
- Content for this site may uploaded only after the appropriate management
official has approved it (for example, policies
related to contacts with the Inspector General's Office or the General Accounting
Office would need the approval of the Director of the Office of Planning,
Evaluation and Management in the Office of Administration).
- Upload authority for specific sections of the BIS EmployeeNet may be granted
to individuals selected by management to oversee their respective part of
the site (for example, if there were an encryption
part of the site, a person from the Encryption Division within Export Administration
might be given authority to upload and maintain pages to their section of
the site). In addition, certain members of the BIS Web Site Team
have upload authority for the entire site and can assist content owners/management
with preparing and uploading information to the site. Regardless of who
uploads the information, the appropriate content owner/manager is ultimiately
responsible for the content that is posted on their part of this site.
- The key to making any Web site useful is to ensure that the information
can be relied upon and that it is current and accurate. For that reason,
content owners need to review their information at least quarterly.
Usability and Navigation:
- "Branding": This site
shall conform to the overall "branding" of BIS Web sites. This
ensures continuity across all of the BIS Web sites, while making the site
more predictable for the user.
"Branding" is a term used to describe
a similar look and feel across multiple outreach vehicles. For example,
the cover of the BIS 2002 Annual Report looks very similar to the graphics
used on the BIS Web sites. The idea is to present a unified and easily
recognizable look to all the outreach efforts of an organization.
- Offsite Notifications: When one of our users is being
sent to a non-Commerce Department Web site they shall be notified in advance
of following that link, either through a notation on the page, copyright
notice, or by using a pop-up and confirm message window.
For example, the home page of the site has numerous links to WUSA Channel
9 TV News. BIS has been given permission to use WUSA's copyrighted material
and links ["See Details"] go directly to the stories found on
their Web site. The copyright notice at the bottom of the home page serves
as the notification in this instance.
- Getting Home: The pages on this site shall form a "chain
of links" that always allow the user to work their way back to the
BIS EmployeeNet home page and ultimately to the BIS and Department of Commerce
home pages.
For example, this page is located within the Chief Information Officer's
section of the BIS EmployeeNet. The breadcrumbs on this page allow the user
to return to the home page of the Web Site Team, the home page of the CIO,
and the home page of the BIS EmployeeNet

- Getting Around: You can also use the links in the footer
of the BIS EmployeeNet pages to get to all of the publicly availble BIS
Web sites. In addition, the flag header on each page also serves as a link
to the home page of the main BIS Internet Web site.
"Thou Shall Not's":
There are a number of things you will not see on this Web Site, and if you
do see them, please notify a member of the BIS Web
Site Team immediately! These are:
- A page that is not section 508 compliant. Section 508
requires all federal agencies to ensure that the content on their Web sites
(including those that are only available to their own employees and contractors)
is available and usably by individuals with disabilities. This includes
folks who are visually impaired (including color blindness) and those who
have dexterity issues.
- A page that encourages lobbying: Commerce Department
sites are prohibited from engaging in lobbying
activities. This includes direct lobbying or linking to any page on
another site that does so.
- Links to inappropriate sites and pages: This prohibition
includes links to an employee's own personal Web site or to those sites
that are engaged in activities such as pronography, gambling, etc. (See
the "MAY NOT
section of the BIS Internet Use Policy)
Features of this Web
Site
This Web site provides the ability to post information that
is useful to the entire BIS enterprise as well as content that is restricted
to specific groups of employees. If, in the use of this site, you would like
to make a comment about how to improve it please send an email to wsargent@bis.doc.gov.
Maintenance
Overall maintenance for this site is done by members of the
BIS Web Site Team. They are responsible for the overall navigation and the
main pages of the site. Individual offices are encouraged to prepare content
for the use of BIS employees and contractors. In instances where program office
management wants the freedom to update and maintain the content of their part
of the site, they will be given the option of doing so.
